Insurance Regulatory Consultants, LLC (IRC) is a full service state filing and regulatory compliance company which was formed in 1997 by John Battles and Kevin Purcell. Our current staff has more than 100 years of insurance experience and it is that experience which has enabled us to develop expertise with all types of filing and product development projects. Since we started, our staff has produced more than 30,000 submissions.
The activities associated with IRC's services can best be described as the typical functions that are normally performed by a company's in-house state filing unit. These filing activities include the following:
- Preparation of Filing Letters
- Preparation of all state mandated filing forms
- Assembly of the complete filing package and all copying
- Issuance of state imposed filing fees (as a pass through)
- Postage and handling of original filing and all subsequent correspondence
- Periodic status reports on filing status (at least bi-weekly)
- Liaison between state insurance department and the company
- Preparation and submission of responses as directed by client
- File retention
In addition to the above, the following activities are other types of services IRC can provide:
- Agent/Agency Licensing and Appointments - Resident/Nonresident
- Analysis of a competitor's currently filed program
- Creation of Company Rate Pages
- Editorial work performed on a client's forms to comply with state requirements
- Financial Reporting/Data Calls
- Product development activities (manuals, forms, etc.)
- Research on any regulatory issues
- Research and development of responses to insurance department inquiries
- The fee structure used by IRC is based on hourly rates
dependent upon the level of the IRC staff person performing the particular function.

After spending more than 20 years in various positions within the insurance industry, John Battles and his partner, Kevin Purcell founded Insurance Regulatory Consultants in 1997. Much of John's tenure with different organizations was spent in the regulatory compliance field and it was this experience that led to the formation of IRC. The recognition that there was a limited number of regulatory consulting outsourcing alternatives resulted in forming IRC's primary business strategy.
Prior to the formation of IRC, John was the senior government relations officer of the Home Insurance Company. In that capacity he had primary responsibility for all activities involving state regulatory agencies, including coordinating all insurance department examinations. Upon joining the Home in February of 1988, he was charged with the management and coordination of the Home's involvement in all residual markets. Shortly thereafter, his management responsibilities expanded to include both the State Filings and Contract Development and Maintenance Units.
Before joining the Home, John spent 10 years at Insurance Services Office, beginning in the Commercial Property Actuarial Department and later joining the Government Relations Department. One of John's primary responsibilities at ISO was the management of the State Filings Department. During his tenure with ISO's Actuarial Department, he passed five CAS actuarial examinations.
Before entering the insurance industry, John was a high school mathematics teacher for 7 years. He is a graduate of Taylor University where he received a BA Degree in Mathematics and he received a Master of Arts Degree in Pure and Applied Mathematics from Montclair State College. John is a member of the American Institute for Chartered Property Casualty Underwriters (CPCU).
Kevin Purcell, who began his insurance industry career in 1983, co-founded IRC with John Battles in 1997.
Prior to the formation of IRC, Kevin was the Manager of Government Relations for Risk Enterprise Management (REM), overseeing the business of The Home Insurance Company, which had been placed into "run-off". In addition, he performed financial, administrative, and regulatory functions for REM Filing Services.
While with The Home Insurance Company through 1995, Kevin was the Manager of Residual Markets and Workers Compensation Administration in The Home's Product Management Department. Beginning in 1989 in The Home's Government Relations Department, Kevin worked closely with the Actuarial, Accounting and Systems areas on regulatory and state filing issues. He coordinated market conduct exams and residual markets, serving on the Boards of the New Jersey Commercial Auto Insurance Plan (CAIP) and the Kentucky Workers Compensation Reinsurance Pool.
Kevin began his insurance career at Insurance Services Office where he worked for 6 years in both the Commercial Property and Personal Lines Actuarial Departments. He completed three actuarial exams while at ISO. Kevin graduated from Duke University where he earned a BS in Mathematics. Kevin is a member of the American Institute for Chartered Property Casualty Underwriters (CPCU).
Jeremy Battles started working at IRC in September 2001, shortly after graduating from the University of Richmond (2000) where he earned a BA in History.
Jeremy started his career at IRC handling much of the firm’s internal financial and administrative tasks. Additionally, he handled P&C and A&H License Application/Renewal work for various agents and brokers.
In 2004, Jeremy became a partner at IRC as he began to handle more and more clients and their forms/rates/rules filing projects. He was at the forefront of paper-to-electronic transition for the submission of commercial property & casualty filings. Since 2004, he has been involved in the submission of over 7,000 filings within the NAIC’s System of Electronic Rate and Form Filing (SERFF).
Today, Jeremy co-manages IRC’s New York office with Kevin Purcell and is the main contact for many of the firm’s clients. Jeremy is a member of the American Institute for Chartered Property Casualty Underwriters (CPCU).
Rose began her insurance career at Insurance Services Office (ISO) in 1980. She worked in various areas including commercial property actuarial and systems programming (seven years). Rose joined American International Group (AIG) in 1987 and worked as an underwriting systems' trainer and then managed the AIG systems help desk (eleven years). She then worked for Brown Brothers, Harriman and Company as the client liaison manager to provide systems services for various departments.
Since joining IRC in 1999, Rose has taken over the management of IRC staff and all workflow.
Rose completed three actuarial exams while at ISO. She graduated from State University of New York - Buffalo where she received a BS in Mathematics. Rose is married to the IRC president John Battles. Rose and John reside in Sarasota, FL and work in the IRC Florida office.
